You need root otherwise you can just remove Updates and deactivating To more or less avoid the problems mentioned here you can replace webview with Mulch and Mulch Browser (chromiun based) but requires root

Webview is a system app + Chrome itself. You need root otherwise you can just remove Updates and deactivating
